This is a 2.5 brake duct flange for a race car. This is a quick release design using magnets so you can quickly remove your front bumper. You will need 24 10x3mm magnets and 24 m5 threaded inserts and 24 m5 screws. The screws only attach the bumper to one part of the flange but buy screws that are long enough (20-25mm) so that they extend into the second part of the flange.
